when expanding the To: field, the end of a long message cannot be viewed
anymore

So what should happen is the text area should get a scroll bar to allow you to
scroll down to see the rest of the message.

even if there is already a scrollbar, the lowest position of the scrollbar will 
not show end of message

A fix for this has been completed for test11.
